In 2010 Odense became one the worlds ICORN Cities of Refuge. As a City of Refuge the Municipality of Odense is host to a persecuted writer for a period of two years.
The City of Refuge Odense offers a safe haven to writers from countries in which freedom of expression is threatened. The writers come from countries that practise censorship, lack legal rights and persecute minority groups. Odense is host to one writer at a time.
The Cities of Refuge for Persecuted Writers are part of the international organisation ICORN (The International Cities of Refuge Network).

In Denmark there are three other cities of refuge besides Odense: Fanø, Frederiksberg og Århus.
ICORN organises about 40 Cities of Refuge in total.
